Caritas Family Solutions

The Executive Director of Child Welfare Services is responsible for overall vision, performance and direction of the Foster Care/Intact programs of Caritas Family Solutions. This position is also responsible for management of Child Welfare practices which includes an equity and engagement focus; internally connecting related/supporting programs; and externally representing Caritas Child Welfare programs.

ESSENTIAL DUTIES AND RESPONSIBI LITIES include, but are not limited, to the following:

  • Creates and supports the agency wide child welfare related leadership group to enhance communication, sharing and developing solutions between the leaders and to prevent functioning within silos. The leadership group is to ensure that the leaders work together across programs, departments and regions towards ongoing internal and external systemic improvements within all child welfare related programs. Invites different experts and leaders to join the standing group as needed.
  • Reviews and discusses with the leadership group the child welfare related data, outcomes, processes, etc. working toward standardization and excellence and being the premier human services organization in all child welfare related programs. Works with the Quality Department.
  • Researches and communicates community needs and determines interventions for impacting change. Establishes and implements short and long-range goals, objectives, policies, and operating procedures: monitors and evaluates program effectiveness and effects indicated changes required for performance and quality improvement.
  • Collaborates with and connects program leaders of child welfare related programs to the Development Department, to look for potential grant opportunities and funding sources in our communities we serve to support child welfare related programs and projects.
  • Assists in the development of the agency budget for foster care/intact/licensing programs. Together with FC Directors oversees FC related budget, ensuring compliance in an efficient and effective manner. Works with the Finance Department.
  • Together with FC Regional Directors ensures that FC related personnel issues are handled according to agency policies and procedures. Works with the HR Department.
  • Makes appropriate recommendations for programs and services improvements, changes and additions, as discussed, developed and suggested by the leadership group and Caritas Strategic Plan. Ensures fulfillment of contracts and grants, evaluates progress against established benchmarks and makes informed decisions on appropriate corrections based on evaluation findings.
  • Develops partnerships, collaborate ions, and contracts related to delivery of agency services.
  • Is a member of the agency executive leadership team representing the different aspects of child welfare related issues.
  • Acts as and coordinates others as agency representatives with DCFS and their committees, e.g. CWAC, and other child welfare related entities and organizations, as well as local other organizations, promoting the agency, the mission and child welfare related issues.

SUPERVISORY RESPONSIBILITIES: Responsible for staff assigned, FC Regional Directors

QUALIFICATION REQUIREMENTS:

  • Masters’ Degree in Social Work or related field. Minimum of 5 years’ experience in managing (supervising supervisors).
  • Minimum of 5 years’ experience in child welfare or child welfare related programming.
