Title: Human Resources Specialist

Reports to: Executive Director

The mission of The Women’s Safe House (TWSH) is to empower women and families to build their lives free of domestic abuse through emergency services, education and advocacy.  TWSH is one of the oldest and largest providers of such services in the St. Louis, Missouri metropolitan area and an active member of the State of Missouri and National Coalition Against Domestic Violence.  TWSH is a 24/7/365 residential shelter with a staff of approximately 30.  Hours for the Human Resources Specialist position are flexible, Monday – Friday during standard working hours.  This position will work approximately 20 – 25 hours per week.

The Human Resources Specialist is primarily responsible for guiding and managing the overall provision of Human Resource services, policies and procedures for TWSH.  This position delivers Human Resource and regulatory practices that will drive a culture of inclusion, high performance that emphasizes empowerment, quality, productivity, goal attainment and compliance with federal and state regulations.  Provides support and guidance to leaders and team by communicating, delivering, and influencing against strategic HR initiatives to help drive change for the organization.  Key areas include performance management, organizational effectiveness, and recruitment.  Under the supervision of the Executive Director the Human Resources Specialist will partner with the Board of Directors as needed.

Description of Duties:

  • Develop and deliver competitive attraction/retention strategies; Take ownership and drive the full-cycle talent acquisition process; Interview and select qualified candidates for all positions, including hourly and salaried. Partners with leaders and team to analyze job requirements and department needs; Support diversity and inclusion initiatives and provides ongoing tools that focus on improving the culture.  Perform onboarding in partnerships with others.
  • Process and maintain staff information, ie new hires, promotions, separation documentation, etc. within applicable employee systems and files.
  • Review, update and administer staff onboarding training; Partner with department leaders to ensure applicable job specific training is accomplished; Oversee and track 30/60/90 day review for new hires and transfers; Guide leaders through talent review process through embedding a performance management culture. Assist with ensuring clear and measurable objectives, feedback and improvement is provided and documented appropriately.
  • Help identify gaps in existing HR Policies and procedures. Lead the development of new HR policies and procedures to remain compliant; Consult and deliver new/revised policies and procedures to the team; Remains current on legal requirements and government reporting regulations impacting human resources functions and ensures policies, procedures, and reporting remain compliant.
  • Partner with 3rd party benefit vendor to strategically review benefits package to remain competitive; Responsible for annual open enrollment administration and processing changes/updates within applicable systems.
  • Analyze wage and salary reports and data to determine competitive compensation; Implement standardized salary ranges.
  • Investigate and report onsite accidents; Partner with insurance carrier for ongoing management of cases.
  • Collaborate with finance and the Executive Director with salary/benefit monitoring and direction as it relates to the annual budget and provides Human Resource input for the organization’s strategic plan.
  • Employee relations will be handled by the Executive Director in partnership with the Board of Directors and outside counsel.
  • Other duties as assigned.

Desired Requirements and Skills:

  • Bachelor’s Degree preferred, or equivalent combination of education, training and experience will be considered.
  • Minimum of two – three years of relevant human resources experience.
  • Knowledge of federal, state and local laws as they pertain to HR practices.
  • Strong written communication skills; ability to write clear, structured, articulate, and persuasive information.
  • Must have strong computer, word processing and email usage skills.

  • Excellent organizational, problem solving and analytical skills.
  • Strategic thinker who can see long term goals and balance against short and intermediate term needs.
  • Self-starter; Must be able to work effectively both independently as well as collaboratively with staff at all levels, including the Board of Directors.
  • Must adhere to TWSH policies, procedures, and standards including, but not limited to, confidentiality assisting victims of crime and similar practices.
  • A deep appreciation and understanding of the issues of trauma and domestic violence.
  • Willingness and ability to convey warmth, compassion, respect and non-judgment to people experiencing domestic violence.
  • Must have own reliable transportation, valid driver’s license and automobile insurance.

Working and Physical Conditions:

  • This position will work within an organization serving women and children residing in a domestic violence shelter (confidential location).
  • Able to lift up to 25 pounds.
