Position Title: Director of Community Education, Missouri Senior Levy Funds
Location: Remote, Missouri residency required
Reports To: Executive Director, Missouri Council on Aging
Employment Type: Full-time, exempt                                                   Time Limited:  Grant funded until August 2027

Position Overview:
The Missouri Council on Aging seeks a highly organized professional to drive statewide outreach and engagement initiatives focused on Senior Levy funds. This role will expand and deepen the reach of levy fund projects, engaging counties across Missouri, organizing local leaders, and spearheading educational efforts in two target communities. This role requires outstanding skills in outreach, community engagement, and delivering technical assistance locally, along with a strong commitment to advocating for the needs of older adults.

Primary Responsibilities:

Statewide Advocacy and Leadership:

  • Organize educational events across existing Senior Levy funds and foster an affinity group of leaders.
  • Develop and lead a statewide Advisory Council for Senior Levy Funds.
  • Collaborate with the Missouri Council on Aging to support legislative changes that benefit local levy funds and enhance services for older adults across Missouri. See MO State Statute
    Plan and coordinate the annual meeting of Senior Levy Fund leaders (held in September)

Community Outreach:

  • Cultivate relationships with local and county leadership in Senior Levy Fund communities.
  • Identify and engage rural counties interested in implementing a senior levy fund through ballot initiatives (up to two counties for the entire 2-year funding cycle).

Project Management:

  • Lead the execution of polling, strategic planning, local education initiatives, and reporting in collaboration with the contract team.
  • Manage project timelines and strategic communications.
    Coordinate travel and track expenses (Missouri-based)

Grant Management:

  • In conjunction with an Advisory Council, draft RFPs, and consultant contracts, and complete grant reports.
  • Oversee grant project plans, ensuring adherence to deadlines and deliverables.

Fiscal Management:

  • Collaborate with the Executive Committee to oversee project budgets, managing income and expenses with support from the fiscal sponsor.

Communications Strategy Oversight:

  • Adapt communication materials based on polling insights.
  • Coordinate community education presentations and develop a microsite on the Missouri Council on Aging’s webpage.
  • Partner with the Advocacy Manager to create and implement a social media strategy for Senior Levy Funds.

Committee Organizing and Management:

  • Work closely with Senior Levy Fund leaders to implement key strategies, facilitate meetings, and support statewide reporting initiatives.

Training and Support:

  • Guide the implementation of a statewide data reporting repository, working in conjunction with the consulting team.

Qualifications:

●      Master’s degree in Social Work, Public Policy, or related

●      Experience in diplomacy and willingness to work across political affiliations

●      Ability to negotiate contracts

●      Proven ability to develop, analyze, and implement strategic initiatives.

●      Strong organizational skills and attention to detail.

●      Excellent communication skills, both written and verbal.

●      Experience with website content management (e.g., WordPress) and social media platforms.

●      Proficiency in desktop publishing software (Word, Excel, PowerPoint) and email marketing tools (e.g., Constant Contact, Mailchimp).

●      Familiarity with database management, including Customer Relationship Management (CRM)

●      3+ years of experience in project management, preferably within a nonprofit and/or advocacy context.

●      Minimum of three years of experience in community education management or similar roles.

Skills Required:

●      Strong ability to manage multiple priorities and meet deadlines.

●      Comfortable working through ambiguity and adapting to changing circumstances.

●      Excellent customer service skills, with a focus on stakeholder engagement.

●      Experience in grassroots organizing and community outreach.

Annual Salary:  $75,000 plus healthcare stipend
