Organization Overview: VOYCE operates the Long-Term Care Ombudsman Program providing services to 21 counties in Greater St. Louis and Northeast Missouri.  It is the region’s leading source for education, resources, representation and support in the journey along the long-term care continuum. As we celebrate our 40th anniversary, VOYCE’s work has never been more important. Helping individuals and families sort through the various long-term care options to make the right decisions will affect nearly three-quarters of those 65 and older – and the number continues to grow as the population ages; plus, the choices continue to become more complex with the advent of new care solutions.

In addition, VOYCE speaks up for thousands of individuals in St. Louis and beyond already living in long-term care settings, providing ombudsman services to nearly 22,000 individuals residing in more than 370 skilled nursing, assisted living and residential care communities. Assuring residents’ rights and the right to quality care, VOYCE’s Long Term Care Ombudsman Program trains staff and volunteers to identify issues, isolate particular causes of concern and skillfully resolve challenges with compassion and respect for those living in a long-term care community.

VOYCE additionally engages in federal, state and local policy-making to assure the highest quality of care and to act as the voice of long-term care consumers in Missouri, and provides a cutting edge training symposium for area caregivers as well as recognizes outstanding caregiver nominees at a year-end awards luncheon.

Position Description: The Board is seeking a passionate, mission-driven, growth-oriented strategic leader to serve as Executive Director. The ideal candidate will be able to wear many hats including revenue-developer, relationship builder, business manager, collaborator and elder champion. He/she will have leadership presence, management skills, demonstrated success in fundraising and building relationships with professionals and other non-profits, and the ability to lead legislative advocacy efforts to improve the lives of those in or needing long-term care. Marketing and social media skills are a plus.

With a budget nearing $800,000, VOYCE has strong financials and liquidity. VOYCE has a current staff of nine and three outside contractors, as well as support from professional services firms for accounting/audit, payroll, law and insurance.

Fund Development: (35%)

  • Provide leadership for the creation, implementation and evaluation of a comprehensive fund development program by working closely with the Board of Directors and development staff to build broad-based philanthropic support to grow and sustain the mission of VOYCE.
  • Lead the direct cultivation and solicitation of corporate and individual donors for major gifts and sponsorships.
  • Develop and execute major donor fundraising initiatives across programs.
  • Oversee the Grants Coordinator to significantly expand foundation and corporate grants.
  • Supervise Special Events Contractor to plan and implement signature special events and long-term care conference including overall event plan and corporate solicitation/sponsorships to achieve significant growth objectives.
  • Identify, cultivate and steward meaningful relationships with established and potential annual donors and sponsors.
  • Identify and develop opportunities to engage senior level corporate management to grow and diversify corporate sponsorship income and provide year-round stewardship of corporate relations.
  • Direct the cultivation and meaningful involvement of volunteers and large volunteer planning committees at all levels of fundraising.

Advocacy and Public Policy Leadership (20%)

  • Lead strategy development to address public policy issues that engages our grassroots network in advocating to federal, state and local legislators for statewide systemic changes to improve the quality of long-term care.
  • Represent VOYCE on key policy issues by testifying in the Missouri legislature on key legislative initiatives. Build relationships with state and local legislators and influence/educate on key policy issues to advance VOYCE’s mission.

Financial Leadership and Staff Management (20%)

  • Accountable for the development, management, attainment of annual budgets, the maintenance of its financial records and timely and accurate submission of VOYCE financial and budget reports to the Board of Directors and executive committee.
  • Supervise the activities of outsourced accounting services, review monthly financial reports and budgets, review allocation of costs and revenue line items, make deposits, review bill payments, sign all checks and oversee payroll.
  • Oversee the annual audit and submission of the 990 form.
  • Ensure best practices of financial management and segregation of duties.
  • Perform or facilitate personnel management functions in accordance with VOYCE HR policies and procedures, including performance management, training, supervision and hiring/terminations.
  • Responsible for hiring, supervision and termination of agency staff in accordance with approved personnel policies, procedures and legal standards.
  • Responsible for signing all contracts, agreements, leases and other instruments made and entered into on behalf of the organization.

Organization’s Mission and Strategy (15%)

  • Responsible for the implementation of VOYCE’s strategic plan and programs that carry out the organization’s mission.
  • Responsible for ongoing strategic planning in partnership with the board of directors to ensure that VOYCE can successfully fulfill its mission into the future and remain financially sustainable.
  • Ensure effective outcome management and program evaluation to achieve continuous improvement.
  • Establish and maintain close working relationships with cooperating agencies, governmental entities, funders and other stakeholders.
  • Assist in the development of board recruitment and selection and work directly with board committees as needed to carry out agency activities.
  • Provide a positive, inspiring and innovative work environment for volunteers, staff and board members.

Communications and Marketing: (10%)

  • Serve as the key spokesperson for VOYCE and actively cultivate VOYCE’s image by being active and visible in the community; by building strategic relationships with stakeholders and donors and by expanding VOYCE’s footprint in the community.
  • Responsible for planning and implementing a public relations and marketing/social media program to increase visibility of the agency through staff, board and volunteers.
  • Create strategies to celebrate the 40th anniversary with messaging, branding and collateral materials.
  • Cultivate and build productive relationships with the media and be the spokesperson for all media relations and event publicity.

Position Qualifications

  • Personal interest and passion for the mission of VOYCE.
  • Bachelor’s degree. Master’s degree in management or a related field.
  • Five or more years of senior non-profit management experience and staff supervision.
  • Proven fundraising track record with special events, foundation grants, annual appeals, 3rd party fundraising, sponsorship solicitation and major donor cultivation unique to the nonprofit sector.
  • Solid, hands-on, budgeting and financial management skills including budget preparation, analysis, decision-making and reporting.
  • Strong organizational abilities including planning, delegating, program development and task facilitation.
  • Experience in leading legislative advocacy efforts.
  • Strong written and oral communication skills.
  • Excellent public speaking skills.
  • Must not have been employed by a long-term care community in the previous 12 months.
  • Must have valid MO driver’s license and be able to use own vehicle with insurance to travel within 21-county service area.
  • No prior criminal record.  Must successfully complete background checks.
