St. Louis Symphony Orchestra

SUMMARY

The Director of HR leads the strategic direction, development, and execution of the organization’s HR initiatives to support the St. Louis Symphony (SLSO) objectives.   This highly collaborative position functions as a business partner, consultant, and advisor to the President and SLSO management to promoting a positive, loyal, engaged, diverse and inclusive workforce. The Director of HR is responsible for the overall planning, development, administration, coordination and evaluation of HR policies, procedures and programs in the areas of employee benefit administration, HR compliance, talent management, employee relations and engagement, performance management, compensation, diversity, and equal opportunity in compliance with government regulations and in alignment with SLSO’s strategic goals and objectives.  Position reports to the CFO.

FUNCTIONS OF THE JOB

1.       Guide and establish protocols of understanding, policies and procedures to support the SLSO’s culture of excellence, respect, loyalty and commitment to the SLSO mission.

2.       Research, develop, and implement human resources initiatives, processes, policies and procedures for SLSO employees.

3.       Ensure HR programs, policies and procedures are in compliance with the musicians and stagehands’ collective bargaining agreements (CBA) and participate in complaints and grievances as related to the HR function.

4.       Mitigate risk by ensure regulatory compliance related to federal, state and local regulations affecting the HR function such as Wage and Hour laws, OSHA, EEO, ERISA, Immigration, and DOL.

5.       Plan administration, including full fiduciary responsibilities for the SLSO frozen defined benefit pension plan, staff 401(a) plan, musician 401(a) plan and 403(b) pension plans in collaboration with third-party vendors.  Prepares and files all 5500 reports and schedules as required.

6.       Evaluate, recommend, and implement annual benefit renewal process consisting of medical, dental, vision, life, optional life, business travel and accident and long-term disability plans to comply with Collective Bargaining Agreement requirements, budgetary allotment and overall employee satisfaction.

7.       Administer and communicate, while delivering a high-level of service, all benefit programs and services including all regulatory compliance disclosures; confidentially guide and advise employees concerning benefit issues and trouble-shoot problems as they arise.  Administers appropriate processing and approval of long-term disability claims, retirement plans, instrument insurance claims, workers’ compensation claims, life insurance claims, unemployment claims and other governmental inquiries.

8.       Establish recruiting practices and procedures including managing applicant pool via the applicant tracking system.    In conjunction with department manager, develop a hiring strategy for posting positions both internally and externally. Guide and assist managers with the recruiting process as needed to ensure a fair and equitable hiring process.

9.       In collaboration with the President/CEO and Executive Team, evaluate and administer the SLSO compensation program to provide a competitive and equitable pay structure for our employee base.

10.   Work with staff and managers to resolve employment-related issues.  Coach employees and managers as necessary to help ensure a harmonious workplace.  Counsel, approve and closely manage disciplinary actions including terminations, participating as necessary, protecting the interests of employees and the SLSO in accordance with both SLSO policies and governmental laws and regulations.

11.   Determine and recommend specific practices necessary to establish and maintain a positive employer-employee environment and promote a high level of employee morale and engagement

12.   Develop, implement and maintain staff training and professional development opportunities (including employee orientation) which address the SLSO’s needs.  Identify outside training resources as necessary under budgetary constraints.

13.   Maintain centralized staff and musician human resources records, document changes, and notify payroll and insurance companies.

14.   Implement and maintain an ongoing annual performance appraisal program as a mean of evaluating and developing staff performance.

15.   Maintain relationships with outside vendors related to payroll, HRIS, brokers, pension, actuaries, applicant tracking system, insurance providers, and other benefit providers.

16.   Supervise the Human Resources & Benefits Specialist.

17.   Develop, implement and maintain employee Staff Handbook to comply with any policy or regulation changes.  Confer with legal counsel for appropriate legal updates.

18.   Serve as ex-officio member of staff employee association committee whose goal is to promote a positive culture and foster staff interactions.

19.   Performs other duties as needed or directed.

POSITION QUALIFICATION REQUIREMENTS

Knowledge: Bachelor’s degree Human Resource Management, Organizational Development or similar discipline.  PHR or SPHR certification strongly desired.  Expert knowledge of federal, state and local employment regulations, wage and hour laws, employment practices, and employee relations procedures.

Experience: Minimum ten (10) years HR experience managing the HR function of an organization.   Benefit plan selection and administration experience along with policy and procedure development is desired.  Experience with defined benefit and defined contribution plan administration is strongly desired.  Collective Bargaining Agreement exposure helpful.
