The Missouri Public Health Institute (MOPHI) is a non-profit public health institute working to advance Missouri’s public health system by building capacity, strengthening infrastructure, and fostering statewide public health system collaboration. We desire a strong, united public health system for every Missouri community. We are Missouri’s only representative of the National Network for Public Health Institutes (NNPHI). Most of our team works remotely and is located throughout Missouri. Our only office is in St. Louis, MO, and much of our team regularly travels throughout Missouri.

Position Summary 
MOPHI has grown rapidly over the past three years and is entering a new phase for our organization. We are looking for a Strategy and Operations Manager to contribute to key operational responsibilities and provide project and administrative support to our organization’s CEO and COO. The ideal candidate will bring professional experience, strong organizational and project management skills, and a commitment to supporting MOPHI’s mission, vision, and values. Ideal candidates will be able to execute independently and build trust among leadership.

The Strategy and Operations Manager will work closely with the CEO and COO and will have responsibilities related to managing HR processes, coordinating financial tasks, time-sensitive special projects, and ensuring smooth daily operations. The position will report directly to the COO and will also work closely with the rest of the MOPHI leadership, staff, and stakeholders.

Key Job Responsibilities 
Strategy Planning + Execution 
Partner with COO to develop and implement business strategies aligned with organizational goals and growth objectives.
Conduct research, analysis, and scenario planning to inform executive decision-making and recommendations made to our governing body.
Lead and support strategic initiatives across the organization, ensuring timely delivery and measurable impact.

Executive Support + Special Projects 
Serve as a trusted resource to the CEO on high-priority projects and confidential assignments.
Prepare briefing materials, presentations, and reports for executive meetings and board meetings.
Coordinate cross-functional teams to execute CEO-sponsored initiatives.
Lead organization’s event planning efforts for our annual Governmental Public Health Summit (held in December).

Operational Excellence 
Identify and resolve operational inefficiencies across the organization.
Develop and monitor key performance indicators (KPIs) to track progress and drive accountability.
Support change management efforts and internal communications related to strategic initiatives.

Administrative Oversight and Support 
Manage select administrative tasks including the CEO’s calendar, scheduling, documentation, and coordination of executive-level meetings.
Manage financial processes related to accounts receivable and payable, staff reimbursement, organizational budget management, and other related processes.
Manage travel arrangements for MOPHI staff.
Serve as lead on compliance efforts, including annual audit and other planning.
Ensure smooth execution of internal processes and compliance with organizational standards.

Experience in nonprofit organizations preferred

Experience, Education, and Training 
At least five (5) years of related professional experience; non-profit experience is preferred.
Bachelor’s degree in business administration, public administration, human resources, public health, or related field. A combination of education and relevant experience may substitute for a degree on a year-for-year basis.
Previous experience managing multiple complex assignments.
