ST. LOUIS TAX ASSISTANCE PROGRAM

ABOUT THE POSITION

The St. Louis Tax Assistance Program (TAP) is a 501c3 that provides free tax preparation services for eligible taxpayers in the St. Louis region. The Executive Director is the public face of the organization and oversees the strategic efforts of TAP’s operations, taking the necessary steps to bring about the successful execution of TAP’s board-directed strategy. The Executive Director will be responsible for raising awareness and promoting the activities of TAP among partners and the general community, for recruiting volunteers and for fundraising activities within the community. The Executive Director reports to the TAP Board of Directors (Board) and supervises and is accountable for the activities of all TAP staff.

KEY RESPONSIBILITIES

  • Implements the plan to accomplish the mission in accordance with the policies and priorities set by the Board, seeking Board input and feedback to build a collaborative relationship
  • Builds strong relationships with stakeholders, collaborating organizations, funding entities, TAP host sites, and is the primary contact with the IRS
  • Responsible for media relations and communications, in accord with board policy
  • Fosters a positive, responsive, collaborative, and ethical culture among staff, volunteers and partnering organizations which align with TAP’s mission. This includes meeting the Volunteer Income Tax Assistance (VITA) standards for training, quality control, and data security
  • Develops and manages an annual budget and operating plan for Board approval with input from the Tax/Technical Director and Operations Manager
  • Provides requested reports to the Board and attends regularly scheduled Board meetings
  • Acts as the main day-to-day catalyst of TAP strategic planning
  • Participates in succession planning for TAP leadership
  • Leads all aspects of volunteer engagement, training and retention
  • Works closely with the Board Treasurer and TAP’s accounting firm for preparation and submission of all necessary filings with tax and regulatory authorities including the IRS and the Missouri Secretary of State
  • Manages all grant application submissions and related data tracking and reporting
  • Manages Tax/Technical Director, Operations Director, and other staff as deemed necessary for the success of TAP

SKILLS AND QUALIFICATIONS

  • Understanding of and belief in TAP’s mission with the ability to develop, evangelize, and effectively promote it, both within the organization, with current and prospective business partners, and with the community at large
  • Proven ability to effectively perform multiple concurrent tasks as well as to lead teams in doing so
  • Experience utilizing a variety of computer software programs, including but not limited to scheduling, accounting, and HR management
  • Ability to communicate effectively with TAP Board and team members, as well as with leaders in the community
  • Experience in developing and executing strategic plans
  • Proven community relations and fundraising ability in a not-for-profit environment
  • Commitment to obtain VITA tax preparer certification on an annual basis
  • Grant writing proficiency, tax knowledge, and volunteer management experience are pluses

SALARY AND OTHER INFORMATION

  • Non-benefit, part-time position (estimated to be approximately 1,200 hours annually) with compensation commensurate with experience
  • Some night and weekend work. Longer hours from October through April, with a lesser time commitment during the remaining months
  • Most work can be done remotely, but some face-to-face interaction will be necessary
