Social Services Project Manager

Overview

Join us in our efforts to “Do The Most Good”! The Salvation Army Midland Divisional Headquarters in St. Louis, MO is looking for a qualified candidate to fill our Social Services Project Manager position. This is a salaried position that comes with a great benefits package which includes medical, dental, and life insurance, 13 paid holidays a year, vacation time, sick time, personal time, and is eligible for participation in the company-funded pension plan after one year of service. The starting pay will be between $47,00 to $50,000 per year, depending on your experience and education.

The Project Manager will provide proactive direct support and assistance intended to develop and advance basic, emergency social services, homeless services, and Pathway of Hope activities in the division. The overall focus is on: outcomes, personnel, and program development; standards compliance; funds development; program evaluation; and staff training. This position is expected to comply with and meet The Salvation Army, Federal, State, and Local policies and standards.

Responsibilities

Essential Functions:

  • Support ongoing development Emergency Social Services and institutional programs:
    • Proactively ensure a high-performing approach, high client utilization levels, maximum enrollment and discharge pace, and highest levels of families.
    • Support program delivery of Louis Regional Emergency Social Services.
    • Liaison with Division’s Corps Officers advancing and demonstrating Corps Pathway of Hope approach performance ensuring Territorial Headquarters Pathway of Hope compliance and performance.
    • Support basic emergency social services and Pathway of Hope regular reporting to Territorial Headquarters, Divisional Headquarters, and external funders fulfilling reporting responsibilities. Provide basic homeless services; emergency shelter, permanent supportive housing by developing capability.
    • Support Louis regional residential homeless services including emergency shelter and permanent supportive housing through St. Louis Regional Housing Administrators and staff.
  • Project Management:
    • Oversee special projects that provide new and ongoing opportunities for The Salvation Army in social services.
    • Serve as a liaison with community partners and represents The Salvation Army’s interests to stakeholders. Attend community meetings to share and gather the information that may be cross-sector and operationalize activities that result from ongoing memberships and committees.
    • Support the units to constructively respond and carry out corrective action plans and monitor plan compliance in grants and basic social services programs conforming and reporting to the Division and funders.
    • Assist with timely submission of annual regional programmatic reporting to United Way of Greater St. Louis brokering and collecting data from regional programs and services. Support activities that will increase and support outcomes from units during the year in preparation for the annual report.
  • Disaster Recovery Services:
    • Programmatic: Provide leadership and guidance to the overall long-term recovery efforts of The Salvation Army, including proper implementation of all grants as pertaining to the disaster event. Monitors the provision of long-term recovery services given to clients & ensures alignment with internal and external requirements and standards.
    • Finance & Reporting: Ensure weekly, monthly, and quarterly program outcomes and accurate reporting for any applicable contracts. Primary contact with other departments to ensure regular submission of all activities to internal and external vendors. Oversees reimbursements, equipment and material purchases, office expenses, mileage, and direct financial assistance to clients with allocated budget amounts.
    • Grant Writing/Management: Write local, state, and federal grants to increase the income of response and recovery activities of Salvation Army Midland Division. Ensure compliance with granted funds and responsible for associate reporting.
    • Supervision: This position directly supervises all temporary Disaster Recovery Services staff. Ensures all staff are performing in accordance with grant requirements and Salvation Army standards. Maintain internal communication, provide support to team members and develop team-building.
    • Liaison: Serve as a liaison with community partners and represents The Salvation Army’s interests to stakeholders for long-term recovery activities. Stay current on available resources, maintain relationships with local agencies, and collaborate with providers at all levels.
  • Field Education Coordination:
    • Serve as the key liaison to colleges and universities and ensure that all intern requirements are met.
    • Provide direct supervision to students including recruitment, placement, training, scheduling, field curriculum development, and evaluation of field experience.
    • Evaluate internal sites for intern placements.
    • Attend courses, workshops, and training, as required by affiliated schools.
  • Other Activities:
    • Support Christmas assistance programs; centralized Angel Tree, General Assistance, and Adopt-A-Family initiatives.
    • Support Divisional camping programs including but not limited to Family Camp(s) by contributing to the planning and facilitate staffing of camping.
    • Advocacy – Strengthening Governmental Relations: Assist in planning public policy and resource advocacy initiatives including regular communication and special events with federal and state legislators relating to programs and services.
    • Maintain confidentiality proper client boundaries and comply with Safe From Harm.
    • Maintain a positive work atmosphere by behaving and communicating in a manner that fosters good relationships with clients, co-workers, and supervisors.

Minimum Qualifications:

  • MSW from an accredited school of Social Work. Four (4) years experience in social services administration or development capacity, with responsibility for basic, emergency, and/or preventative social services operation and programming.
  • Must be a team player, a self-starter, able to handle several projects at the same time, and perform well with minimum supervision.
  • Must possess appropriate driver’s license(s) and pass TSA MVR check.
  • Must demonstrate knowledge of current trends in social work and articulate a perspective on social services consistent with the mission statement of The Salvation Army.

Physical and Working Conditions

  • Capable of performing in an office environment to include using a computer, answering phones, etc. Most work will be indoors in a temperature-controlled environment.

Employee Status

  • FULL TIME:  Normal work hours will be determined with the supervisor. However, working additional hours including some weekends may be required.
