The Assistant Finance Director plays a vital role in maintaining accurate financial records and ensuring compliance. The position is responsible for reconciling bank and general ledger accounts, preparing journal entries, and assisting with accounts payable, purchasing, revenue collection, audits, and annual budgeting. Key responsibilities also include budget preparation, financial analysis, and generating reports for internal stakeholders. The position collaborates with staff in other departments to facilitate accurate financial reporting and assists with financial forecasting.

Essential duties and responsibilities include:

  • Maintain and reconcile the general ledger for all municipal funds, including journal entries, monthly reports, and account monitoring.
  • Assist in the preparation of the annual budget and perform budget analysis as necessary.
  • Coordinate the preparation of the Annual Comprehensive Financial Report (ACFR) and assist with annual audit preparations.
  • Process payments and invoices accurately and in a timely manner.
  • Help to streamline and centralize vendor billing and payment processing.
  • Monitor revenue collections, accounts receivable, and accounts payable activities.
  • Conduct fund accounting reviews, including end-of-month reports and balance sheet reconciliations.
  • Assist in setting the annual property tax rate and prepare various state and federal reports.
  • Collaborate with internal departments, external auditors, and vendors as needed.
  • Maintain compliance with state and federal regulations regarding financial reporting and taxation.
  • Assist in the selection and implementation of financial software and systems.
  • Provide support and guidance on financial policies and procedures to other departments.
  • Perform other duties as assigned by the Director of Finance or City Manager.

Qualifications:

  • Bachelor’s degree in accounting, finance, or a related field. CPA certification is preferred.
  • Previous experience in municipal accounting or government finance is highly desirable.
  • Proficiency in accounting and budgeting software and Microsoft Office 365, particularly Excel.
  • Strong analytical and problem-solving skills with exceptional attention to detail.
  • Excellent communication and interpersonal skills, with the ability to work effectively with diverse stakeholders.
  • Effective verbal and written communication skills with a professional demeanor. Capable of following and executing instructions independently and accurately.
  • Demonstrated integrity and reliability in handling confidential information.
  • Knowledge of municipal accounting principles, fund accounting, and government auditing standards.
  • Ability to work independently and as part of a team in a fast-paced environment.
  • High level of integrity and discretion when handling sensitive financial information.
  • Flexibility and adaptability to meet changing priorities and deadlines.
