Position Summary:

The Director of Program Evaluation (DPE) provides strategic leadership in collecting, analyzing, and using data to inform the development, implementation, and improvement of programming. In addition to promoting a culture of learning, the Director serves as the organization’s central resource for designing and executing a comprehensive and integrated system of program evaluation. This includes coordinating with program leadership to meet funder requirements for outcomes and fostering data-driven decision-making across the organization. This position works across teams, collaborating with development staff, program staff, external partners, consultants, and grantors on all evaluation-related activities.

Primary Duties and Responsibilities:

Lead Evaluation Culture, Capacity, and Strategies

  • Plan thoughtfully for the collection and use of meaningful program data
    • Collaborate with program leaders to maintain logic models, define success indicators, and set challenging but achievable targets
    • Align program activities, evaluation plans, data systems, and grant management across teams
    • Identify opportunities to reduce duplicative efforts, automate processes, and consolidate data sources
  • Build staff capacity to understand and use data to inform decisions
    • Develop and maintain training materials, user manuals, and other supportive documents
    • Train and onboard staff in the effective use of ETO (Efforts to Outcomes) database
  • Make recommendations to senior leadership and lead or collaborate on initiatives to strengthen internal evaluation capacity

Monitor Data Quality and Security

  • Regularly review program data quality by running key reports in ETO
  • Build capacity of program leadership to identify and resolve data quality issues
  • Develop and implement strategies to reduce data entry errors
  • Set and maintain appropriate security settings in ETO
  • Proactively assess data security risks, implement safeguards, and document security protocols

Analyze and Disseminate Program Data

  • Analyze, interpret, visualize, and share program data for internal learning and external reporting
    • Collaborate with program leaders to interpret data and develop recommendations
    • Present findings using narrative, charts, tables, maps, or infographics

This position works in close collaboration with the ETO Database Administrator. This position reports to the President/CEO.

Required Qualifications and Skills:

Bachelor’s degree in Data Science, Program Evaluation, Public Administration, Social Work, Nonprofit Management, or a related field
Minimum of 3 years of experience in program evaluation, data analysis, or a related field
Proven ability to collect, analyze, interpret, and visualize data to inform decision-making
Experience with logic models, outcomes measurement, and evaluation planning
Strong proficiency in ETO (Efforts to Outcomes) database or similar case management software
Demonstrated ability to train and onboard staff in data systems and evaluation processes
Excellent written and verbal communication skills—ability to present data clearly to diverse audiences
High level of organizational skills with attention to detail and accuracy
Ability to manage multiple projects and meet deadlines in a fast-paced environment
Knowledge of data security protocols and the ability to assess and implement safeguards
Commitment to promoting a culture of learning and continuous improvement

Preferred Qualifications and Skills:

Master’s degree in Program Evaluation, Data Science, Social Work, Public Administration, or related field
Certification in Program Evaluation or related data analysis credentials
Familiarity with data visualization tools (e.g., Tableau, Power BI) and mapping software (e.g., GIS)
Experience working with nonprofits or social service agencies
Knowledge of grant reporting requirements and compliance
Background in statistical analysis, predictive modeling, or advanced research methods
Proven track record of automating data processes and identifying efficiencies
Experience collaborating with external partners, consultants, and grantors on evaluation-related projects
